The plans for Reconstruction ere developed my  Lincoln, Johnson, and the Congress. The purpose of Lincoln's plan was to end the war as quickly as possible. He required only ten percent of the population swear allegiance to the Union before they start reconstructing their state. Lincoln hoped to convince states to surrender and stop fighting. When Lincoln was assassinated, the plan was slightly changed. Johnson kept the ten percent plan and added his own ideas to it.
